Francophone Business Platform for Social Protection Floors


A partnership supporting the extension of social protection worldwide

The International Labour Organization (ILO) has designated EN3S to lead an exchange platform open to Francophone companies. The platform promotes and shares best practices for extending social protection floors. These companies have committed to a global strategy to ensure that their employees benefit from social protection standards that meet, at a minimum, those defined by the ILO.

Today, the platform includes members such as Sanofi, Engie, Kering, Technip Energies, Renault, Michelin, L’Oréal, Saint-Gobain, Legrand, Bouygues, Vinci, Sodexo, Orange, Groupe VYV, Servier, OVHcloud, AXA, Orano, and Veolia.

Why do companies commit to extending social protection floors?

A study conducted by the ILO in 2014 showed that 73% of the world’s population does not have access to adequate levels of social protection. Social protection floors, as defined in Recommendation No. 202 adopted by the International Labour Conference (ILC) in 2012, are minimum guarantees that each country should define and implement. These floors ensure at least access to essential healthcare services (including maternity care) and basic income security for all.

The ILC recognizes social protection not only as a fundamental right, but also as a social and economic necessity. Research has demonstrated the link between social protection and economic development. It is considered a key factor in improving the overall performance of economic actors and companies.

It is in this context that the ILO launched, in October 2015, the Francophone platform of its global business network. It brings together multinational companies, employers’ organizations and private-sector foundations wishing to share their experiences and contribute to the promotion and implementation of social protection floors complementary to those defined by States worldwide.

In 2017, EN3S signed a partnership agreement with the ILO as part of its international strategy, aligned with current challenges in expanding social coverage.
